The Telecom Regulatory Authority of India (TRAI) has introduced the Telecom Consumer Protection (Thirteenth Amendment) Regulations 2026, requiring Indian telecom operators to offer more flexible prepaid plans. A key component of these new rules is the mandate for a base 30-day recharge option, a change designed to reduce the frequency of recharges for consumers.
Addressing Recharge Frequency Concerns
BJP MLA Raghav Chadha highlighted concerns about the current prevalence of 7 to 28-day recharge schemes, which force many prepaid customers to recharge their phones 13 times a year instead of a standard 12. Chadha stated he raised these concerns in Parliament, leading to the passage of the new regulations. The 30-day plan option aims to align recharge cycles with calendar months, reducing the annual number of recharges needed.
New Options for Budget-Conscious Users
Beyond the 30-day plan, TRAI’s amendment also requires operators like Jio, Airtel, BSNL, and VI to offer new voice- and SMS-only packs. This addresses a perceived consumer preference for basic communication services without the added cost of bundled data, particularly among users who rely on Wi-Fi for data access. The government has noted that many consumers do not require the data included in standard voice packs.
Benefits for Specific User Groups
These changes are expected to particularly benefit elderly citizens and those who primarily use mobile phones for calls and text messages. The availability of affordable voice- and SMS-only plans could also encourage the purchase of secondary phones for call purposes, potentially boosting phone sales and expanding the customer base for telecom operators.
Implementation Details
While the regulations mandate the availability of 30-day recharge options, TRAI does not require operators to eliminate their existing 28-day plans. Operators will have the flexibility to structure their prepaid offerings as they see fit, as long as they comply with the new requirements. Specific plan pricing and benefits will be determined by each operator individually.
